I don't know why everyone keeps saying if you have 15 it's too much. Who says that all 15 are from people whispering you at that moment? I meet a lot of the same people who like to do the same thing as I do. Some make it to my friends list, some go to ignore. I don't want to have to put up with them constantly spamming racist remarks, foul language and other unpleasant things. (Yes, I have reported them and them seem to always come back, hence the ignore list) Not to mention some people like to pug or it's the only way they can get pass something and next to pvp, pugging is the easiest way to find the bad seeds.

Telling them to "shut the hell up" is not only fueling them, it's dropping you to their level.
You said it yourself, it's a game. So, how exactly is telling them to shut up going to actually help? It's a game, they don't have to listen to you.
Also, I could care less about the a-holes in-game. They don't bother me, so I don't even put people on my ignore list, but that isn't true for all people.

not always that simple.
for one, when dealing with scammers, AT BEST you waste your time dealing with them. and i dont know about you, but i'd rather not waste my time with the same moron 50 times just because he changes character names once a week or even day.
while most scams are no brainers to figure out, some are far more difficult.
the point is, 10, is not a lot. and it wouldnt hurt anet to increase it.

Another example: Today I joined a new guild. I got in contact with them by posting an application on their forum. I didn't know the IGN's of any of their officers. Shortly after I posted the app I got a PM of one of their officers. If this system was implemented I wouldn't have been in that guild now.
Like I said, it's fine by me, as long as you have the option to not use it.

Could be the fact that I've only bought 1 weapon in my whole GW life. I once got scammed by selling a Miniature Jade Armor for 50g in stead of 50k, thankfully they fixed that. But I reported him and got banned. Was my own fault though, I had to pay more attention.

'Offline' status makes you unable to continue a discussion with a friend or someone that wants to buy your item that you are advertising.
If you're on Do Not Disturb you can still talk and chat in alliance, team, local, trade and guild chat and get responses, just none in whisper form. Any kind of whisper will not be sent to you, so the scenario you described is impossible. It's exactly like Offline except people can see you're online but don't want to be bothered.

"Flist only" would obviously be an option. It would make absolutely no sense to make it mandatory.

Again, those of you who are saying, "just deal with it" or "don't reply", etc. are missing the point. Explain to me why I should have to deal with it. Unless I was trading or forming a group, I have never once received a PM from a stranger that I actually wanted. It doesn't matter if it's a compliment, a flame, or a question, I'd rather just not receive PMs from random people.

IM programs have "block all users not on my buddy list". If it makes sense there, why wouldn't it make sense in GW?
